In early May, the General Office of the People's Government of Henan Province issued the "Several Measures to Increase Strive to Promote the Recovery and Improvement of Infrastructure Investment" (hereinafter referred to as the "Measures"), striving to complete infrastructure investment of more than 246 billion yuan in the first half of 2025 and complete infrastructure investment of more than 492 billion yuan in the whole year.

The Measures require the efforts to promote the construction of major infrastructure projects. Accelerate the implementation of major infrastructure projects such as transportation, energy, agriculture and forestry, water conservancy, urban, ecology, logistics, and new infrastructure. In the second quarter of 2025, the Henan section of the third line of the West-East Gas Pipeline and the first unit of the Xuchang Nengxin Coal and Power Project will be completed and put into use, and the construction of Jiaojiluoping High-speed Railway will be started, and the construction of projects such as Shangqiu Airport, Jiangsu-Anhui-Henan Gas Pipeline, Jiyuan Fengshihe Pumped Storage Power Station, Miaowan Reservoir and other projects will be prepared for the start of projects.

The Measures mentioned that more than 492 billion yuan of infrastructure investment should be completed throughout the year, including 120 billion yuan of transportation infrastructure investment, 100 billion yuan of energy infrastructure investment, 12 billion yuan of agricultural and forestry infrastructure investment, 60 billion yuan of water conservancy infrastructure investment, 140 billion yuan of urban infrastructure investment, 10 billion yuan of new infrastructure investment, and 50 billion yuan of other infrastructure investments such as logistics and ecology.

Relevant data shows that in 2024, 23 provinces across the country have an annual comprehensive operating rate of more than 50%, among which Henan Province ranks in the top ten, showing an active demand for construction machinery. In the first quarter of this year, the construction machinery market in Henan Province continued to show a recovery trend, especially the sales of excavators, loaders and other products increased significantly, among which the sales of excavators below 18.5 tons increased by more than 70% year-on-year.
